From what I found out so far, the signal is coming from somewhere outside, though I wasn't able to determine where exactly. If I understood her correctly, she's not on the Enterprise, but somewhere else with three crewmembers.

I don't have any evidence, Sir, but the way the signal's transmitted, plus Ensign Sato saying they've been gone for a year... this doesn't seem right. And even if Mr. Rostov could tell me one of the voices in the background is Mr. Tanner indeed, I still would doubt that we would find them where the signal is leading us to.
